These are called mains because they are the main passageways that are transporting the needed stuff to or from plants and consumers.

For the state of Utah, the needs may be simpler because the cities here are mostly medium sized. Also, the state has made it its job to make this work more efficient by good planning. They will have schemes that look like architectural or structural blueprints for installs which could all be found under the earth.
