Try tracking their phone. As long as the location is on on their phones, you should be able to trace them. If the phone dies or breaks, this will not work. This is one step closer to finding them. If they are not at the location of their phones, you may at least get some ideas and clues of their whereabouts from wherever the phone will be.

A private investigator is usually a good idea. They will dedicate their time as they are being paid for the service. They will help you out more than the police ever could. They also have connections and high tech resources at their disposal.
